I used Google Translate on the third image and one of the lines said "This time I won't be able to win, but please still apply." So it COULD be some sort of sweepstakes prize but Google Translate is barely any good so who knows.
But there was that Virtua Fighter one also made by Sega Kids that was just a normal Limited Edition console so it could just be one of those.
Not sure about much with this one. I've heard it wasn't released anywhere so maybe a planned release got cancelled. I believe one or 2 could at least have been made for promotions and it's not just a total render, but I could be wrong. Only places I've seen it was mag articles so it coulda been a prize through one of them not widely covered, quite a mystery atm
