To attend the party, you had to visit the Nintendo World store and register. Upon returning to the party venue, you could proceed to the second floor and present your DS to the Nintendo World employee for etching. They provided an estimate of the etching time, which I believe was less than an hour. Afterward, you could collect your E3 sketch DS while still at the party.
