This was a gift from Keisei Electric Railway’s “Skyliner Airport Transportation 30th Anniversary Gift campaign” (June 1-September 30, 2008)
During the campaign period if you took a round trip on the Keisei Skyliner and applied by mail with your express ticket you had a choice between the Wii, a Dyson Handy Cleaner, and a Waterproof DVD with the logo
Many probably were noncollectors, and most likely didn’t choose the Wii
