This controller is used for debug purposes on some of the Partner-CTR development kits. It works on two of the three development kits, (Partner-CTR Debugger & Partner-CTR Capture Debugger)  It can only be used in-game if a developer cartridge has the debug controller enabled. The controller can not be used otherwise.

There is no Nintendo logo on the back and has the code "RVL-005(-05)" on the back near the bottom of the controller. The controller also has a chip inside labeled, "FNUDEV".

It is not usable with the Partner-CTR Capture or Wii U CAT development kits.

Is there any info about this? It kind of just looks like someone modded their controller by repainting the front shell...

There isn't much information, but they seem to have been used during the development of 3DS games
