This controller is used for debug purposes on the Partner-CTR line of development kits. It allows you to use one of the three development kits, (Partner-CTR Capture, Partner-CTR Debugger, Partner-CTR Capture Debugger) with a controller.

It is not compatible with Wii U CAT development kits.

There isn't much information, but they seem to have been used during the development of 3DS games
